- Petition for Change in Classification for Tuition Purposes
Students wishing to apply for a change to an out-of-state residency designation will need to complete this petition form by the established petition deadlines. - Maryland Certified Tax Return Request Form 129 (search for Form 129)
All petitioners will be required to submit Comptroller copies of Maryland Income Tax returns. Certified income tax returns can be obtained by searching Form 129 at www.marylandtaxes.gov. Completed forms should be submitted by mail or in-person to a local branch. If requested by mail, certified taxes should be mailed to your address and then submitted to RRS with all ssn and bank information removed prior to submission. Please contact RRS for instructions on submitting the certified tax copies.- This process can take as long as 15 business days. Please take this into consideration as you prepare your petition and supporting documents for submission by the established petition deadlines.
